Can you give us a update on the plans and progress regrating "Add "wait" and "retry" deployment options #1013" ?

While not specifically Bicep related, I would love to hear from the team with regard to WhatIf vNext? Looking through the comments in this repo and in https://github.com/Azure/arm-template-whatif there are lots of references to WhatIf vNext.

On a daily basis I still struggle with WhatIf Noise, short-circuiting, etc. This is particularly an issue composing solutions with AVM and Bicep.
