Add functionality to allow OutreachCoordinators to Edit email templates

User Story

As an Outreach Coordinator
I'd like to be able to edit the content of the emails sent out to facilities
So that I can make changes quickly when needed

Acceptance Criteria

• Using the HealthCare RollCall UI, the Outreach coordinator (user role) will have appropriate access to edit email templates
• Edited email templates will successfully be sent to selected facilities
• Multiple email templates can be saved within the system
• UI allows OC to chose which email template to use and which Facilities to send them to
• PR merged to master
