Add workers management to cli

We already have apps and sites, now we should also have workers

Great idea! I remember that they were in beta phase, now since they're stable why not give it a try, I like to think about the possible use cases instead of just opening new opportunities, serverless functions can be useful to automate local tasks on puter's instance, I'm thinking of sub-commands (later) to handle some heavy processing, maybe group them into categories like: fs (finding a string recursively in the cloud, structuring unstructured data...), sites/apps (monitoring, cleanup, ci/cd...), ai (rag, agent..)...etc.

For now, we can start with the basics (CRUD operations) then iterate based on feedbacks, but first I'd rather prefer to close the current issues.

yes, this workers issue is more like placeholder so we don't forget to do it, but right now we'll just finish up for apps and sites first
