Add OpenJCEPlusFIPS as a benchmark parameter across some JMH performance tests to enable FIPS-compliant provider testing. Update JenkinsfilePerformance to set OpenJCEPlusFIPS default to false to avoid running FIPS benchmarks by default unless the user requests it.
