Rewrite network_view application from Qt4 to Qt5 and from qwt5 to qwt6

We need it because Qt4 is superseded from most Unix-like distributions by Qt5, and Qt5 moves to Qt6. Additional problem Qt changes their API too fast. So, may be better to move GUI part in project to GTK library.
