Steps to reproduce
Run PowerToys as administrator > Turn on AlwaysOnTop (no settings need to be adjusted) > Right-click on the title bar of the UWP app (such as Windows Settings, Microsoft Store, Windows Security)
Exporting the log file is invalid, so there is no log here ;w;
✔️ Expected Behavior
Able to display the right-click menu normally
❌ Actual Behavior
Unable to display the title bar right-click menu
