Adds unit tests and parity tests for the V2 shim

Summary

Adds unit tests covering the V2 shim controllers, HCS layer, service layer, and parity tests between the legacy and V2 LCOW document builders. Also includes Copilot code review infrastructure for automated V2 shim PR reviews.

This issue tracks the test PRs for the V2 shim.
