Describe the bug
In the ERD table, after I press Shift and drag LMB, I am not able to move tables, nor pan the view. Selection box appears instead, but it doesn't select anything.
To Reproduce
Steps to reproduce the behavior:
- Go to ERD editor (web or app)
- Press Shift and drag mouse pointer as to select something
- Release everything and try to move a table or pan the view
Expected behavior
The tables and the view should still be movable.
Error message
No error, just cannot move anything except nodes.

Same happens with the LMB.
Desktop (please complete the following information):
- OS: Linux, Fedora
- pgAdmin version: 9.14
- Mode: Desktop
- Browser (if running in server mode): chrome, vivaldi
- Package type: rpm
