Mouse-click after task-switched focus change goes to previous toplevel

to reproduce:

• Have two windows open, toplevel 1 having focus.
• Use Alt+Tab to switch focus to toplevel 2.
• Click the mouse without moving it. The click is delivered to toplevel 1, which is then raised.

Instead, the click should go to toplevel 2.
