Timepicker popup stays fixed if used in Modal

If the timepicker is used in a modal and we scroll the modal it doesn't move with the scroll instead just holds the absolute position on page.

This solution worked for me:

Im using an old version of the package 3.7.3
It does throw a typescript error though, bc getPopupContainer is missing from TimePickerProps
