chore(scripts): add git commit hash mapping script

Description

We maintain a mapping of tracer version -> git commit hash so that we can correctly enrich APM error logs. This mapping should be updated automatically by our release CI, but old back ports may not be correctly updated. This script is useful in regenerating this mapping to backfill.
