This rebate starts at block 24781027, but the latest previously committed rebate (Rebate_65.json) ends at 24558867, and there is no committed Rebate_66 artifact in packages/affiliates/gas-rebate/rebates; that leaves blocks 24558868-24781026 uncovered by any payout file. If disbursements are produced from these committed artifacts, voters in that period will be skipped, so this file should either start immediately after 24558867 or the missing rebate artifact should be included.
