This change enables the target cache creation to create target aliases as specified in the
FetchContent_MakeHermetic(<content-name> HERMETIC_CREATE_TARGET_ALIASES <code>)even when the dependency is brough in from the system by settingFORCE_SYSTEM_<content-name>
